The game calculates the BAR from your save files, that is where the challenge information is. The options it offers are the furthest away from your max bonus, it is trying to keep it all balanced. If you concentrate on something like gun and grenade damage and ignore everything else, it will just stop offering them to you after a while. It will try to make you keep them reasonably balanced. The game will not let you concentrate on boosting a limited number of BAR bonuses. This earns you BAR tokens which can be spent on the BAR bonuses - a small increment to them each time.

There are ways around this, but there are downsides. Normally it is not possible to reset the BAR bonuses in game. You really don't understand how it all works. You cant just dump every BA point into gun damage, its always different.
